Cannot search for employees in Add time Card Page under My Client Groups

I have enabled the enhanced time cards following these steps

However when my specialist is navigating to my client groups> add time card

They are only able to see themselves and cannot search for anyone else?

However if they navigate to My Team>add time card they can search for anyone, even people outside of their direct reports

Can anyone assist with why this is happening please?
