Error Message: The candidates weren't added to the selected requisitions (IRC-1590043)"

Summary:

We have a candidate that is in a withdrawn status on a linked req and we are trying to add them back (re-apply) to that requisition however we are receiving an error message: "The candidates weren't added to the selected requisitions (IRC-1590043)"

I am aware of the Oracle documentation DOC2562157.1 that indicates that the error can occur if the candidate was already added to the job requisition however we are able to re-add/reapply a candidate to a nonlinked requisition successfully.

The documentation also indicated that the error could occur if the posted job has expired; we do not post linked requisitions as the candidate will apply to the pipeline requisition, Could the error be caused because the linked req is not posted?
