Is it possible to perform a salary validation to a fixed hourly rate?

Summary:

Whilst hiring someone via ORC (and even via New Hire flow in Core HR), we have observed that whilst the grate rate tagged to the step in the progression ladder defaults, changing that rate does not trigger salary validation. For eg: if the defaulted rate is $40 and the user changes it to $42, system does not throw a warning message advising them that the $42 rate is above the rate tagged to the grade step.
