Sales order hold based on particular item category

Is it possible to put hold on header level when the Sales order is having particular Item category?

If the total amount is more the 8500$ then the sales order should go on hold and go to approval to managerial level.

Criteria - This is required when the sales order is having particular item category like Parts or kit etc.
