ADFDI spreadsheet to mass upload of employees' expense reports

Summary:

We would like to do a mass upload of employees expense reports on a monthly basis.
We did some investigations and read that right now Oracle Cloud does not have an "FBDI Template To Load Expense Reports ( Doc ID 2407718.1 )".
We can use the ADFDI spreadsheet tool to upload your expense report (see attached document). However, it seems that an employee can only upload his/her own Expense Reports using ADFDI not somebody else Expense Report.
Therefore, we are plannning to a giv a proxy to load other employees expense reports once a month.
Do you know if we can use ADFDI spreadsheet tool to do a mass upload of employees expense reports?
