No 'Create Offer' in Action list Despite Having the Correct Privileges/Roles

Summary:

We have a role assigned to users and they can't create job offers, the option does not appear under the Action list. Here is a list of what I've checked:

The candidates are in the phase/state = Offer/Offer, to be created.

The users are part of the hiring team.

Security processes have been ran.

Verified that the role has the applicable privileges/roles:

• Initiate Job Offer, IRC_INITIATE_JOB_OFFER – privilege under Function Security Policies
• View Job Offer, ORA_IRC_VIEW_JOB_OFFER – duty role under Role Hierarchy
• Update Job Offer, ORA_IRC_UPDATE_JOB_OFFER – duty role under Role Hierarchy
