Recruiting Only Transaction Console role not Working as designed in Doc ID 2709486.1

Summary:

Hello

We followed the below document to setup the ability for recruiters to see and take action on offer and job requisition approvals only. They are able to see the Recruiting transactions only without issue, but the "Actions" button is grayed out when they attempt to do things like Withdraw, Terminate, Reroute, etc.
