Minimum wages configuration

Summary:

We have business requirement to show the minimum wage in the salary page (Employee). Apart from grade range, it should show minimum wage for the state, specific city or county based on employee work location.

If we use salary range (grade value range) and compensation Geo Zones, can we achieve the requirement? If anyone has done this before, please comments and share your experience and challenges.
