Manage Control of Transaction Completion

Summary: I am trying to test this new functionality, and I have defined a new Transaction Source and new Transaction Type, and I can get the invoices to a state where they need to be reviewed by the approver. So invoices are created, in an Incomplete status.

I am now trying to assign my approver the following privilege - AR_MANAGE_TRANSACTION_CONTROL_REST - but when I go to Security Console, and search for this privilege, I cannot edit it - to then assign users to it:
