Power user not able to edit Group and Summary Profile

I have an ARCS Power User question.  We have two Power Users; but they are unable to make edits to the Preparers and Reviewers in Workflow at the Profile level.  They are able to make changes to individual Profiles but not GRP and SUM Profiles.  I checked the access controls, and they are both Power Users and are the Roles are Predefined.  Does anyone have any insight on why they can edit individual profiles but not a Group or a Summary Profile?
