How to create a context-based DFF at Expense report header level?

Summary:

We have a requirement to create a context-based DFF at Expense Report header level in expenses module as below.

  1. DFF 1 consists of an Independent validation value, LOV to provide Yes/No.
  2. DFF 2 should popup & provide the values based on the value chosen in DFF 1, that is Yes.

If anyone had worked on the similar requirement, can you please share your inputs?
