Budget pools is not appearing in Manage budget task

Summary:

Compensation manager is acting as proxy to CEO and under Manage BudgetTask, Budget pool is not available. We tried backing out plan , rerun, refresh, tried in different browser.

We can access other task like worksheet. We are using manager level budget and not publishing budget automatically

Still the issue is there.
