What is the expected behavior for the recruiter role within the profile content section access?

Summary:

Trying to understand how the Profile Content Section Access applies to the recruiter role and the ability to edit candidate profile content. We initially had the recruiter role added to each profile section so the recruiters could View/Report the content (Edit was not enabled); it appeared to grant the ability to edit ALL sections (this was for both internal and external candidates). Removed the role, regenerated, added back in and once again checked the box to edit only one section (licenses and certifications). Now the recruiter can still edit all external candidate sections but none of those for an internal.
