Public Sector : Open Tenders. How does it work with Oracle Fusion Sourcing ?

We have a public sector client and has a requirement for open tenders. Below is the definition for open tenders.
An open tender involves publishing an open invitation to market and inviting submissions. This includes multi-stage procurements, provided the first stage is an open invitation.
My understanding is that Oracle sourcing requires the suppliers to be added before publishing the negotiation. Therefore, can anyone please advise what processes has been recommended to other clients in this scenario?
I have read that registering the suppliers as prospective suppliers is an open. However, I'm not clear how this will work because the requirement is for anyone to respond to the tender. If a supplier is registered as a prospective supplier does that mean the RFx needs to be amended again after it's published with the new suppliers who has registered?
