state unemployment wages by jurisdiction report

Summary:

I am trying to create a report that shows state unemployment wages by state jurisdictions. I created one in OTBI using the Payroll - Payroll balances real time SA. All the data produce by it is correct except for balances using - SUI Employer Gross. It is meant to measure the SUI Employer Gross Wages for the previous year. I am using a date range by date paid and also tried payroll period start date and end date. Neither of these brings the correct data. I am comparing the data from employee payroll balances report in Payroll submit flows.
