Pre Transformation Rule not allowing to override Order type

Summary:

hi Gurus,

we have a requirement to default order type irrespective of customer or BU , I had defined the below ,its working after a line has been added. how ever its not allowing me to override the value. Is it standard behavior of pre-transformation rule
