Compensation Change Statement - Generation Criteria are not working

Hello experts,

I am currently testing the criteria condition for the compensation change statement generation. As you can see in the below screenshot, I have provided the condition that the statements should be generated only if the column is not blank and is not equal to 0.


However, when I ran the statements process, I found out that the employee that has 0.00 in the total merit increase column, has a statement.

Is there a way to limit the statements generation to employees that have a value in the "Total Merit Increase - In Percentage" column that is anything other than 0?
