CED Conversion - Contact Event Type IDs

We're working on loading in the Conversion data from the CED files and we're noticing that some rows are coming across without an ORDER_ID, ORDER_TOTAL or ORDER_QUANTITY - I see those records actually have a different EVENT_TYPE_ID of 6 for
Converted vs 19 for Purchased - If there's no order why is it being called Converted? What kind of action might be capturing that as a Conversion?
