I can't recover my passwd

I want to recover my cloud password, it was changed without my approval and neither did I receive a notification from my Oracle authenticator, just an email confirming that it was changed, now I'm trying to recover it via the website, they ask for my email/cloud user, but no email arrives talking about recovery
