Can we add a popup to display quick videos when a manager access the worksheet for the first time

We have apps like Fidelity, Miro which display a popup with the videos/links when a user logs into a page or access the application first time. The popup will have videos that will walk the user through how to use the app or specific functionality in the page. I am attaching the screenshot from Miro. We have managers who do not use Oracle application all the time and they are busy in data centers all the time. We share recorded videos with the managers in the communication, embedded videos in the sheet but that doesnot help much. We did
