Grade Step Progression configuration - Automatic increments

I am trying to understand the configuration steps for the Grade Step Progression process but I am struggling with how I can configure the rules based upon the automatic increment rules set out by the client. Let's say we have the following scenario:

• Grade A with 11 grade steps
• From steps 2-7, there should be an automatic increment to the next step within the grade after 12 months
• Steps 8-11, this should be updated every 24 months

I have looked at the step progression forms and got to the rules section, which I think takes me to the eligibility profiles selection page. I have reviewed the eligibility profiles but not sure on how I can configure the above requirements?
