Why does a pipeline candidate not show active after being sent to Prior phase after being rejected?

We have a candidate that was rejected, but the manager has decided they want to keep them in the active candidates on a pipeline. We were able to move the candidate to Prior Phase, putting them back into the active applications, yet they do not appear when the "active" filter is being used. They still show up as "inactive" yet they are in an active phase/state combo.

How can we get the candidate to appear in the "active" list again?
