Oracle Linux 7/8: iscsid Service Fails When Using Oracle Ksplice and SELinux in Enforcing Mode

Symptoms

Starting the iscsid service/unit on Oracle Linux 7/8 running Security Enhanced Linux (SELinux) in Enforcing Mode and Oracle Ksplice fails.
The following errors are observed via the terminal or journalctl(1) depending on how the iscsid unit is started:

Sep 24 09:22:46 <HOSTNAME> iscsid[1264]: libkmod: kmod_module_insert_module: could not find module by name='iscsi_tcp'
Sep 24 09:22:46 <HOSTNAME> iscsid[1264]: iscsid: Could not insert module tcp. Kmod error -38
Sep 24 09:22:46 <HOSTNAME> iscsiadm[1292]: iscsiadm: Could not login to [iface: default, target: <ISCSI-IQN>, portal: <ISCSI-TARGET-IP>,3260].
Sep 24 09:22:46 <HOSTNAME> iscsiadm[1292]: iscsiadm: initiator reported error (12 - iSCSI driver not found. Please make sure it is loaded, and retry the operation)
Sep 24 09:22:46 <HOSTNAME> iscsiadm[1292]: iscsiadm: Could not log into all portals
