What workarounds can we use for rehires to receive a welcome email?

Summary:

We enabled the New User Created even in the security console. The notification is sent after an external candidate was moved to hr and becomes a pending worker. However, for rehires - they already have an existing user account that's why the welcome email is not sent. What other workarounds can we use for this scenario.
