Collections at site level, strategy tasks are not progressing

Summary:

Collections at site level, strategy tasks are not progressing. Is anyone else experiencing this issue that is live with collections at site level. We have just gone live and having issues.

Collection strategies are being assigned with multiple tasks associated can progress the 1st one or 2 tasks then when the job is run the next time it doesn't progress but may get picked up in 2 weeks time when run again. Collections jobs are run fortnightly.
