Delete existing Payroll relationship and add new one from the prior date

Summary:

Is this recommended to delete payroll relationship and add new one from the prior date ie Hire date as Payroll also processed and all the employees are affected with this.

Reason for doing this is Customer is asking historical Element entries but then we observed Elements have Payroll under Element Eligibility and Payroll relationship is tied with recent 2020 date but we need to load historical data from 1998 .
