Is there a way to apply a Disqualification Question to all countries but one?

Is there a way to apply a Disqualification Question to every country but one without adding every single country to the question context?

Currently, we're struggling to find an efficient way to apply a DQ question to all countries but the U.S., and are hoping there's another way to accomplish this short of adding every single country to the Recuriting Locations question context:

Currently, the existing functionality only supports single-select for recruiting locations at the country level. This would necessitate that we search and then select each country but the U.S. over a hundred times in order to accomplish this. Is there a better way to approach this or meet this need?
