How can I enable the "update network access" button on my ADB's "more actions" menu?

Summary:

Hello, currently my more actions menu for my autonomous database looks like this:

I want to be able to change my network access to only allow traffic from allowed IP's and VCN's only. To do this I need this more actions menu to look like this so I have the "Update Network Access" button:

Why does the above look the way it does and how can I change this so that it looks like the below menu?
