How to interpret cloud cost estimation

I was going through cloud cost estimator tool but I am really confused.

When I select Gen2 ExaCC with 16 OCPU monthly cost is coming around $16,000.This does not say anything about type of Rack like quarter,half or full.

ON top of that they put a disclaimer.If anybody has used/purchased exaccc please throw some light here.

When I select Exadata cloud infrastructure X9M with 8 OCPU cost is show as 2 part

1st part fixed $10,800 for 1 instance

2nd part with 8 OCPU $8000

All together monthly it becomes $18,800

I think for exacs customer needs to add cost for fastconnect and data access cost(if any).
