Workforce Structure setup not translating onto new position page

We have enabled the Redwood 'request a New position' page. In the responsive page our setup in Manage Enterprise HCM Information is displaying here

Our date is 01/01/1953

However on the new page its not defaulting. This is a fundamental issue which amongst a few other issues is stopping us enabling the page. Is this a known issue?
