Replenishment Planning, Work Order Consumption History demand type to be used to generate ROP?

Summary:

In Replenishment Planning we need to get raw material of process manufacturing products to be replenished, we have a plant which running 24/7 and it is not sales order demand based or forecast based, so we think to use the work order consumption history of the raw material to be used to generate the ROP or Min/Max quantity? is there any way to achieve this using replenihsment planning and if not what is the other way to achieve it?
