Can I switch off the "No Data to Display" text for a suppressed report grid

I have a Report grid that displays capex spend by program of work categories. Conditional row suppression is used to ensure only the relevant program line items are displayed depending on the business unit selected in the global POV. This is because the programs of work are in a cube that does not have a business unit dimension, but none the less the programs of work can be mapped to business units.

For some business units the whole grid becomes suppressed since they do not have any programs of work. However, when the report is run for those BUs, while all rows are suppressed and there are no column dimension headers, in place of the grid is just the text
