Autocomplete rule not triggering from MSS login - Position BO

Summary:

Customer - JP Morgan Chase Bank N.A

There is a Field Modification Type Autocomplete rule on Position Business Object, which checks for a department level validation in Position for all Visa holders.

Have a row collection looping block which checks for each Visa row (as a person might have multiple country visas).

Via HR login, the AutoComplete rule is entering the row collection looping block, however for a MSS login the AC rule is not entering the 'For Each' block.

Do you see any issue here?

P.S: The Debugger tool is not working for MSS user.
