OIC Visual builder extend Oracle Cloud Apps

Hi experts, we're looking at Visual Builder in terms of integrating with Fusion cloud apps. I know there's two different versions of this service. We currently have a version that is associated with our OIC instance. It is labelled as just "Visual Builder".

With this instance, can we do the HCM cloud extensions and modify redwood pages or do we need the other version of Visual Builder?

If we can do extensions, is there any documentation on how to extend the application if it resides in another tenancy? We have our OIC tenancy separate from the Fusion Apps so when I try to add something via the Service Backends, no Fusion Apps appear. Is there any way to add the app as an available extension?
