Expense Location search results for the United States - remove format County, State, Country

Can the Expense Location search results for the United States remove locations in this format: County, State, Country?
An example in this case is Los Angeles - the users are able to select the county instead of city, which causes policy issues.

If I select the wrong location (Los Angeles as county), the policy is violated.

If I select the city, the policy isn’t violated, which is the expected scenario.
