Payroll Costing with just one entry

Summary:

We have a scenario where the business wants to see only side of Payroll costing entries. The expected costing entries are shown in the below table.Question is will it be possible to have these kind of costing done in Fusion Payroll?

I understand that the NetPay of 1526.28 can be considered as a part of Costing of Payments. The DR side when added produces 2596.99 and CR Side after adding Net Pay of 1526.28 will also produce same value. Question is will it be possible in Fusion Payroll because when we tried to cost an element , it throws an error without Offset.In the above example , Pay element Fines must not have Costing entry.Needs to have only Offset.
