can we restrict payment for below $25 amount invoices?

Hello,

We have a new requirement from Business, while creating PPR, the invoice value which is less than $25 cannot be selected for payment. Does any one have any idea on this restriction. Please let me know if you have idea. Highly appreciate your help.
