From Where we can download ICP attachments

We are trying to generate a report for all the approved ICP transactions with attachment. But we are not able to find that attachment in fusion tables. However we have a requirement to share the ICP detail with attachment to third party system.

Is it possible to download and transfer ICP attachments to third party system, if yes from where we can download the same?.
