Can costing records be created for zero amounts?

Can you generate GL costing records for a zero amount?

Customer has a requirement to send data to the GL for any payroll deduction involving VAT.

Payroll deductions are taken for things like car parking fees, which include VAT. We are indirecting the VAT portion to an information element and costing that. This is fine where the VAT is non-zero.

Other payroll deductions are exempt from VAT but this still needs to be recorded for VAT accounts. In this case, the VAT amount indirected to the information element will be zero, but we still require a GL record to be populated because there are other GL segments for exempt transactions that are required data in the finance system.
