How to hide Adjust Budget button in Manage Budget page for lower level managers

Hello experts,

we define the initial budget by clicking on Adjust Budget button by acting as the final approver proxy.

However, the same button is visible when proxying as lower level managers as well.

Is there a way to hide this button for lower level managers and keep it visible just for final approver?
