Assessment Not Triggered When Applicant Moved to Phase and State

When an applicant submits an application they are automatically moved to Expression of Interest Not Reviewed. There is a Request Assessment action that is supposed to trigger the assessment to send to the applicant. For some reason the assessment is not getting triggered. When we manually initiate the assessment the applicant receives the email. Is there a job process that runs to trigger the email to go out to the applicant? Below I have a screenshot showing the assessment is attached to the Requisition.
