Reports header loss format position

Hi All

After migrating FR reports to REPORT, we are seeing that Header Text has lost its position. We have to modify this manually for all reports. It moves under the main grid and generate an error that it should not be there. After manual modfication it works. If there a way to prevent this error or is this a bug?
