Hiring Manager receives notification email for internal applicants

Send a notification to Hiring Managers when internal applicants go into Hiring Manager Resume Review to be reviewed by Hiring Manager phase and state.

We have a notification email that goes out to the Hiring Manager when an applicant goes into the Hiring Manager Resume Review to be reviewed by Hiring Manager phase and state. We noticed that this only goes out when an External candidate goes into this phase and state. Is it possible to send for internal applicants? I did not see an option in Alerts Composer, IRC_JobApp_Review_HM? If not, does Oracle give you an option in Recruiter Content Library?
