Expense report status does not reflect rejected when auto-rejection rule set

Summary:

Expense report status does not reflect rejected although the auto rejection set but still in "Pending manager approval"? And also no rejection notification sent to worklist. Though it didnt route to any approver.

Is this expected behavior? or some missing configuration in the BPM rule?
