multiple worksheets for same manager

Summary:

I have enabled the normalization plan for the organization and received response from a division saying only 60+ employee are visible in manager worksheet. In actual scenario the employee count shout be 3400+. All manager hierarchies are updated correctly.

When I dig into more I noticed the proxy manager has 2 plans assigned of the same cycle as in the screenshots attached. I logged in from the manager and went through MSS and the behaviour is same. When i open both the plans 1st plan contains only 69 employee and the other plan has 3400 employees. When take the total of both plans the employee population is correct.
