Job Family Business rule is unavailable in Visula Builder Studio

Summary:

Workforce Structure > Job Families > Edit page in Visual
Builder Studio - Configure Fields and Regions option is unavailable to
define the business Rule.

We have requirement to hide Action
Reason and Effective End date to be hidden. But unfortunately we are not
finding any options to define business rule.

can any one help!
