privilege required for Upload Chart of Accounts

Summary:

we want to create a customized role to only allow user to Upload Chart of Accounts , while not for other setup tasks (like Specify Ledger Options), please advise which privilege controls this task, thanks!
screenshot below shows when assigned General Accounting Manager role, Upload Chart of Accounts is disabled
