Need some help please - we have a FF in place as a condition on the CSP to prevent candidates

Would really appreciate someone's help on this one as I am at a blocker and confused with this one!

We currently have a move condition using a Fast Formula on our CSPs where the recruiters cannot move a candidate from the prior phase to offer which we call Pre Offer.

Basically in the Pre offer phase we have a Request More Info (RMI) to capture sensitive info, only when that is completed by the candidate the recruiter can move them onto offering them.

This part works well, however sometimes recruiters may send pre offer more than one candidate and when is offered and filled to one of them AND there are still candidates sat in Pre Offer, the requisition does not close when filled or reject the candidates as it would do in a normal circumstance.
