Phase and state not automatically updating from Pre-hire Due diligence, collect sensitive info

At our organization, we do a lot of same-day hiring. We have noticed that since the 23D patch last year, we are getting more occurrences of job candidates getting stuck in the phase and state "Pre-hire Due Diligence, Collect Sensitive Information". Once the sensitive information is entered, the phase and state should update to "HR, HR Processing". We have reviewed our CSP and made changes to the ESS jobs related to recruiting to resolve this issue. We have not been able to replicate this issue on demand in a non-PROD.
