Cannot add special handling item to cart from Search Page

I am testing out the new Special Handling functionality that was released in 24B. We have configured the environment so that I can identify a requisition as "special handling". When I search for an item, I can click "Add to Cart", which opens up an "Additional Details" popup, for me to fill in line level flexfields. I am unable to proceed from this page. I can fill in the fields, but when I hit "Add to Cart" from here, nothing happens. I get stuck on this screen without adding item to cart, I have to cancel.

I can have an item added to cart if I click on item and get into the "Product Details" page.
